Again the government trying to stop freedom of expression and democracy. Again these political bums wanting to sink the people in ignorance for not seeing as much of shit that they do. What surprises me most is that this time the initiative came not from the PT. came from a man of the PSDB. That is what we always talk: Parties do not provide. Do not vote for parties. Vote on people. Also lived pro warning people that votava for example in Julius Semenguini (whatever that name and writes) not vote for him. The name of the rapporteur of this project is Eduardo Azeredo. Oh yes! This is not the only project of the type that has this element. Responsabiliar Are you trying other teachers so that students do on the Internet at school. Not counting the other project also the same guy who tries to arrest those who use Internet without identifying yourself. We should fight against it! We always tried to take COMBATING THOSE IN OUR FREEDOM AND kept in ignorance!
Below the text that caught the site of the Folha de Sao Paulo:
Project wants to control Internet access
The Constitution and Justice Committee of the Senate vote, on Wednesday, a bill that requires the identification of users of the Internet before beginning any operations involving interactivity, such as sending e-mails, conversations in rooms, chat, chat rooms, creating blogs, capture of data (such as downloading music, movies, pictures), among others.
Access without prior identification would be punished with imprisonment from two to four years. Providers would be responsible for the accuracy of the details of users and would be subject to the same punishment (imprisonment from two to four years) will allow access for non-registered users. The text is supported by banks and criticized by NGOs (nongovernmental organizations), for providers of Internet access and by lawyers.
Users would have to provide name, address, phone number, the identity card of the SFC to companies and providers of Internet access, which fit the task of confirming the veracity of the information.
Access would only be released after the provider to confirm the identity of the user. For that we need copies of documents of the Internet.
Criticism
The ISPs argue that the project will use the bureaucracy of the network and that it is possible to identify the perpetrators of cybercrimes, from the record of IP (Internet Protocol) used by users when making a connection. The IP number is a kind of "digital" left by Internet users. From it, you arrive at the computer and therefore one can arrive at a possible criminal.
Major targets of cybercrime, banks and credit card companies want the prior identification of Internet users. The director of cards and e-Business of Febraban (Brazilian Federation of Banks), Jair Scalco, says that it is no use creating laws to punish the fraud on the Internet if there is a mandatory identification of all Internet users. He argues that the records of all connections are preserved for at least three years.
The project has received much criticism. "It's an extreme attempt to solve the crime cybernetics, which will not have effect. The criminal will connect through outside providers, which are not subject to Brazilian law, or will use oranges [third] and false identity in Brazil, "said the chairman of the NGO Safernet (National Center for Complaints of cyber crimes), Thiago Tavares. The organization is run by professors at the Federal University of Bahia and the PUC that state.
For Tavares, the project, if approved, will bureaucracy and restrict access to the Internet. "You can not stop the network, in the name of security, because she was born with the prospect of being free and has very great achievements, such as freedom of information and connection," he says.
For him, the providers tend to hinder people's access to the worldwide network of computers, afraid of being criminally liable for acts of users.
Lobby
The rapporteur of the project is Senator Eduardo Azeredo (PSDB), former governor of Minas Gerais. Experts say the industry's mentor of the changes is the adviser Jose Henrique de Azeredo Portugal, the former leader of Serpro, state federal data-processing.
The Chairman Safernet the NGO says that behind the identification and certification prior users of the Internet, is the lobby of businesses of digital certification, sort of virtual cartórios, which attest to the veracity of reports by the Internet.
According to him, the project is in contramão democratization of access to the Internet, or digital inclusion, sought by the government.
